Low – reconfiguring streams will require extensive planning, permitting, consultation, potential land acquisitions and impact consideration on adjacent communities

DEC permitting; costs; ecosystem disturbance; lack of jurisdiction

Equity

Ensure that reconfiguring stream channels does not have negative impacts for downstream communities, or mitigate downstream impacts with additional measures (e.g. NBS).
